In response to rampant violence stemming from competition for sand, the government of Hong Kong established a state monopoly over sand mining and trade in the early 1900s that lasted until 1981. Today organized crime groups in India, Italy and elsewhere conduct illegal trade in soil and sand.
Congress next establishes a publicprivate enterprise to license sixteen Mexican sand mining corporations to extract sand at locations throughout the US. Give those Mexican corporations guarantees for ten years, with the expectation of twenty billion dollars gross resale of the precious cost and pricecontrolled commodity per year, per corporation.
